It's extremely hard to keep up with the various stores that stock smaller size shoes. We have details of over 100 stores but we fear most of them are outdated.
In recent years in Australia I've been buying most of my shoes from Betts.
Whilst they don't target petite feet women, they do have quite a good range of fashionable shoes for kids (they even have speciality Betts Kids stores). See www.betts.com.au for store locations.
In the past 12 months I've also been fortunate enough to be able to travel to the USA. There are two stores that I can strongly recommend.
There is Giordano's Petite Shoes in New York where I managed to purchase a stunning pair of Stuart Weitzman shoes. The other store that I can strongly recommend is Cinderella of Boston who are located in Westminster, California (the LA region).
It's in an out of the way place but they had a fantastic selection of shoes and I ended up stocking up on four pairs. I would have purchased more, but there is only so many pairs you can jam into a suitcase when you're on holidays.

I should also mention that in New York I went to a Salvatore Ferragamo store on 5th Avenue and they had over a dozen styles/colours of shoes that fitted me. Again these aren't the cheapest shoes, but they are
